Meet the Team

Joe Wilburn

Joe Wilburn, VP of Government Programs

Joe Wilburn joined The Brooks Group in 2012 shortly after retiring from a distinguished career in the Air Force. He provides expert guidance on professional development, sales, and talent acquisition at all levels of leadership and is passionate about strategic planning for public and private global organizations.

Joe attended the United States Air Force Academy where he majored in International Affairs. He also holds a Master of Science degree in Human Resource Management. After graduating, Joe began his 26-year career in the United States Military.

Throughout his career, he developed a passion for building high-performance teams and leading organizations. From 2008-2012 he served as the Director and Commander of the Air Force Reserve Recruiting Service. His global recruiting team of 465 personnel, in 160 offices, located throughout the U. S., Europe and Asia, set Department of Defense benchmarks for efficiency and effectiveness. The service surpassed record-high production goals for four consecutive years while staffing the entire Air Force Reserve. Additionally, through the application of targeted marketing campaigns and expert management of a $20M budget, they improved the quality of new hires each year.

Glen Barnes

Glen Barnes, Director of Military Programs

Glen Barnes is in charge of managing government contracts, curriculum development, and facilitation of sales training and sales management programs for The Brooks Group’s Government Agency clients. He is currently overseeing nearly 1,000 recruiters and retainers serving the Air Force Reserve and Air National Guard.

Glen graduated Summa Cum Laude with an MBA and a Human Resources Management concentration from Trident University in Touro, CA. He is a 31-year Air Force Veteran with 20 years of experience in military recruiting management. Glen earned the top production award in the Air Force Reserve for two consecutive years and was also awarded numerous other production awards.

Glen has held a variety of production, leadership, and program management positions at the unit and Major Command level, as well as managed a $20 million annual marketing and advertising program for the Air Force Reserve.
